Most golf courses give you a view of something — trees, water, the next fairway. Rokko Kokusai Golf Club gives you Kobe. The city laid out below you, the Osaka Bay stretching beyond it, and on a clear day, something approaching a view that makes you stop mid-round to just look.
Mountain Golf Above Kobe
Rokko Kokusai sits on the slopes of Mount Rokko, Kobe’s iconic backdrop. At this elevation, the air is cooler, the pace is slower, and the scenery is consistently distracting in the best way. It’s a genuinely beautiful setting for a round of golf.
The course plays differently from the flat, forested layouts you find in Tokyo’s suburban belt. Here, elevation changes are significant — some tee boxes feel like you’re launching into the sky, and certain approach shots require a real adjustment to your distance calculation. Carry less, account for the altitude, trust the view.
The Course
Rokko Kokusai is a mountain course that rewards course management and local knowledge. The fairways use the natural terrain — tight in places, generous in others. Downhill holes play shorter than the yardage suggests; uphill holes play longer. The greens are well-maintained and hold approaches from the proper angle.
Wind is a factor up here in a way it isn’t at lower courses. Check the forecast before you play and be prepared to adjust club selection throughout the round. In summer, the mountain air is noticeably cooler than Osaka below — worth planning for if you’re heading down to the city afterward.
After the Round: Kobe
Coming down from Mount Rokko into Kobe is one of the more satisfying post-golf transitions in Japan. The city has a completely different character from Osaka — more European, more port-city, more relaxed. The itinerary essentially writes itself:
- Kobe beef at one of the city’s long-established teppanyaki restaurants — lunch or dinner, both work
- Kitano Ijinkan — the old foreign settlement with well-preserved Western-style houses, a 20-minute walk from the city center
- Meriken Park and the harbor — good for a slow walk and a drink with a view of the water
- Nada sake district — if you have the afternoon, the sake breweries along the Hanshin line are worth a stop
